If you share the site URL it will be easy to investigate. However, you can check the settings from Downloads > Settings > User Interface. And it may have a conflict between your plugins or theme. you please enable/disable other plugins for checking, you may also switch the theme to another for checking. please check and let me know

For customizing this part design you may have to customize the core PHP file wp-content\plugins\download-manager\src\Package\FileList.php from here.
