Also, give proper permission to the related user role in this section.
However, I have tested with All Visitor setting from Allow Acess setting and worked fine. It means that there is some issue with the user role permission. Please configure it properly.

Different OS and browsers should not be an issue here.

Tell him to try after clearing the caching plugins caches as I found several caching plugins are installed.

Also, there can be a conflict with another plugin, can you please enable/disable other plugins for checking, you may also switch the theme to another for checking, please let me know then.

If still the problem exists then ask your client to record me reproducing your issue using a tool like this?

We have released the latest version 6.0.9 of the WPDM PRO plugin and add-ons. According to the latest update of WPDM PRO, you also need to update the other add-ons as well. Please update them, or you can download them from here.

The error message is showing due to the permission conflict in the Allow Acess setting as you are using the membership plugin. So, please configure it accordingly.
Also, Can you please clear your site cache? However, there can be a conflict with another plugin, can you please enable/disable other plugins for checking, you may also switch the theme to another for checking, please let me know then.

Thank you for your reply.
One drive add-on is right now in reconstructing state and it will be available soon.
Also, redirecting will not occur with other cloud options like google drive and Amazon S3.
However, with the WPDM Pro, you will be able to download files without redirection as we are using a custom Dropbox API to handle downloads properly.

We are sorry to say that currently, it is not possible to use forced download without redirecting to the dropbox site
When files are attached from Dropbox, then the download process will not depend on WPDM, WPDM just does the redirection to that URL and the host server handles the download.
