This configuration displays new sign-ups as pending, and they will be marked as such in the Users > All Users table, where an admin can approve them by clicking on the pending status.

You can achieve this using all_packages short-code but it will require customization. For that kindly pay a visit here
But if you use wpdm_package or wpdm_category short-code with file_list tag then you can achieve the following result but you have to hide the download button using css.

I’ve modified the ‘not found’ message on your side, but it will be overwritten when the plugin is updated.

You can easily remove them using FTP
