This error means your site PHP has reached its 128 MB memory limit:
Allowed memory size of 134217728 bytes exhausted
It usually means WooCommerce was trying to collect system information and ran out of memory.

To fix the issue: Try Increasing the PHP memory limit
In wp-config.php, add/update:

define(‘WP_MEMORY_LIMIT’, ‘256M’);
define(‘WP_MAX_MEMORY_LIMIT’, ‘512M’);
If your hosting allows it, you can even use:
define(‘WP_MEMORY_LIMIT’, ‘512M’);
Also verify your hosting’s PHP memory_limit is at least 256M (512M is recommended sites).

The license is now active.
Kindly update the download manager manually one last time. After that, you won’t need to update it manually again, as the issue has been fixed.

We have double checked the issue. Something is blocking the download link for guest users.
It would be very helpful if you could create a staging site for testing. We’ll need to deactivate all plugins except Download Manager to check the issue.
You can also give it a try.
