Hi,

First thing is, you have created the membership levels and you have to change all of the package access for the levels. You can do two things for this, you can first select a category for the level then you bulk edit the package to set the category as the package category. As the package will override the category access with membership level.

Also, you can bulk change the package allow access option with this addon.

You can change user limit download from Downloads Settings Download limit section.
membership pro plugin gives package access control and membership cycle, etc. You have to use download limit addon to limit downloads.
