Country and state dropdowns not working in checkout cart page

It is not possible to select anything in country or state dropdowns of the cart page (which uses the checkout-billing-info.php template). Using the developer inspector, I see this error:

Warning: Invalid argument supplied for foreach() in /home/content/a2pnexwpnas02_data03/77/3372877/html/wp-content/plugins/wpdm-premium-packages/templates/checkout-cart/checkout-billing-info.php on line 46

Elsewhere in the forum it was suggested the plugin wasn’t installed correctly, but I reinstalled and no change. Also deactivated all plugins and it still happens.

Is there some way to fix the template?

Ok, I found the answer. I had missed the settings for Premium Package, thinking that was for the Pro version of the plugin. Once you set the country and some other settings there, things work quite nicely.

Actually, that didn’t totally work. The state dropdown still does not function.
