I have found that when I click the download button, a license agreement popup comes, but there is no option to accept that and then start the download.
Please check it if it is configured properly.
If the issue still persists, I would suggest to update wpdm to the latest 6.1.4 version and wpdm notification to the latest 1.8.1 version.
I hope the issue will be solved otherwise let me know.

Also Can you tell me the reason for using the outdated PHP? Where WordPress itself is notifying you to update PHP. Actually Your demand doesn’t fulfil the refund terms.

I think you are using wpdm tinymce button addon. Problem is with that.

I think there could be other issues.
In this case you can remove wpdm extended plugin from wp-content directory from cpanel or via ftp. Just delete wpdm-extended-shortcodes directory from ../wp-content/plugins/

I would suggest to remove the wpdm extended shortcode first before the update.
Then you can anytime download it and update to your site from here:

Following this will not remove any of your existing wpdm data.

Hope you are well. If you explore the shortcode doc and shortcode parameters, you shall find you will be able to sort packages within two-order,
order_by: field name ( title | date ), You can check below doc too,

The same order_by parameter is being used for the wpdm_packages shortcode too.

The issue is the files are set to internal only in your google drive.
To fix this:

Go to cloud console (https://console.cloud.google.com/apis/)
APIs and services
Credentials
Oath consent screen
Ensure Application type is set to “public” and not internal.
