After inspecting I have found that, wpdm gutenberg is conflicting with your activated theme.
If you change the theme, then gutenberg works properly. Maybe theme is using old structure. Also I found that there is already a gutenberg plugin in site plugins. That is not deactivatable. That is not needed actually because gutenberg is currently integrated with WordPress. That may also cause the conflict.

There could be some js conflict issues in your site. In this case, I would suggest running a conflict test. You need to run a basic WordPress conflict test on your site to detect what actually causes the problem. To troubleshoot the issue, please deactivate other plugins except for WPDM. Then check if the issue still persists. If that solves your problem, activate the plugins one by one, and continue checking the issue. In this way, you will be able to detect which one causes the problem. If it doesn’t solve, you can check conflict with theme too.
If the issue still persists, please create a stagin website and share the related access in a private reply to check further.

1, advanced access control addon is mainly for specifying individual users. If you select allow access:role subscriber and then under allow members I choose only two members out of 10, the the file will be showed to all subscribers. To set it only for two users, you need to select only 2 users and you have to keep role blank.
2. In this case user A will not get the access. The download will be restricted to him. Download package access is more powerful.

I haven’t found any other issue with wpdm in your website.
Server of your website is blocking save settings request.
As you said editing .htaccess file is not working, I would suggest to contact your hosting support regarding the issue.
Also I have found another issue while saving the settings. It is from server too.
