But as you know we have also such plugin as woo-commerce, https://wordpress.org/plugins/wpdm-premium-packages/, here you have also features like cart, checkout, and purchases with the various payment methods. Hope you are well. The issue you are claiming for the notification email for the packages purchasing. As per flow of package purchase, the customer getting Purchase Confirmation too for the package purchase
And the admin getting only the sale notification now. I hope you have understood

As per configuration, I think one user can download only one time for the package in a certain session, you can also use the Stock Limit option as your requirements, for more elaborate information please check this doc,

Hope you are well. please you can try these steps,
#1.Install and activate zlib from your server
zlib compression is enabled by default in the PHP engine. For this purpose you can easily enable it by placing the following line in a local php.ini file:
zlib.output_compression = On
Please note that this php.ini file has to be copied to each folder requiring the above settings. This is necessary because settings in php.ini files do not apply recursively
#2.Install php7.4-zip, php7.3-zip and php7.0-zip
