You need to put your license on the domain where you first activated it. If you try using different domain the license will be invalid for the domain.

To keep the simplicity of UX in mind this locks works how its suppose to be. You can either use password lock or email lock. Two things literally for two different purpose. You can keep login required if you want to make sure the user is in your database who are downloading the package. It’s could be a possible solution.

You can still use the pro running version on your site. You just won’t access to future updates and support in pro forum.
But in case you want to switch to free version. Just delete the pro version. and then search from plugins option for download manager and install the free version.
