It’s not a good approach to attach the HTML CSS file directly for download. It would be good if you try to pack the files into a zip or any other format and then put into the download.
The main reason to ignore this kind of file is security.

There is a problem with the theme or you are not uploading the main theme zip file. Try to extract the zip and see if there themename.zip file is there. Try to install that one.

As I tried to download the file from bucket I found a key not found error. The settings are good.
it simply means that your file does not exist up within the S3 bucket. Several things could be wrong:
1. You could be trying to reference the wrong file. Double check the path that you tried to retrieve.
2. Whenever the file was uploaded it must have failed. Check the logs for your S3Sync process to see if you can find any relevant output.
