Assigning packages to a category doesn’t block. Allowed roles from selected categories will merged with package access. For example “Category A” and “Category B” selected for “Package P” from “Categories” metabox, “Subscribers” has access to “Category A”, “Editors” has access to “Category B”, “Authors” is selected for “Allow Access” field in “Package P”.
Now,
Effective Access to "Package P" = Selected roles in "Allow Access" field + All selected roles for "Category A" + All selected roles for "Category B" = Subscribers, Authors, Editors

If you select “Hide Everything” it will hide full short-code content when user don’t have access to a package. And the other option will not hide full content, but only blocks download link.

From front-end a user will be able to manage his own files only. But that will not cause any trouble, even each administrator sees his own packages at front-end, at back-end admin can see and manage others packages too.

License is unlocked, but they are not working as wpdownloadmanager.com moved to https from http, license will work fine with latest version of wpdm, but as you can’t update, I need to activate license manually there.

If you are using old version, please update to latest version, that will fix the issue.

Please try to understand, I understood your issue clearly. Missing file when deploying to production means, you missed to copy one or more files from staging to production. And wpdm package file entries are ok, but as the uploaded file is missing in product server, wpdm can’t download it, nothing to fix or change with wpdm, please compare the /uploads/download-manager-files/ dir in your staging and production env, then you will see the issue, or please consult with an expert to help you with your deployment. BTW, your said “The file is uploaded in staging and works fine”, which mean wpdm is ok. and “is removed when deploying to production” , actually nothing removed by wpdm, but your deployment process was not completed properly or successfully.
