Kindly activate the download-manager plugin and disable sign in form CAPTCHA validation from Downloads > settings > General > reCAPTCHA Enterprise Settings.

The problem is appearing due to an older PHP version. For Amazon S3, the PHP version requirement is >= 8.1, and your site is running on 8.0.30.
Please update the PHP version to 8.1 or later.
