prefix in urls, which may cause issue.
For example, the wpdm plugin uses certain functions.

Unfortunately, almost all of our addons are using __
prefix like this.

Enabling Cache created zip file from multi-file package
from Downloads > Settings
will make the cache option.
But we dont have any pre cache option.
However, you can also change the Temporary Storage Management
from Downloads > Settings > Privacy
option.

I think it is a redirection issue or cookie issue.
I would suggest to check the options properly from Downloads > Frontend access
If you are using any other plugin for redirection please also check that.
You can clear cookies from Downloads > Privacy

However, you can export contents using default wordpress export option from Tools > Export

I have just checked , WPDM uses __wpdm_client cookie for hp.
I am sorry that there is no option to remove cookies because cookies are necessary for our plugins to function properly.
I would suggest you to use any third party plugin like “GDPR Cookie Consent & Compliance Notice (CCPA Ready)” which will notify visitors about cookies and let them decide whether to accept or ignore them. I hope it will help you stay within the law.

We have rechecked the issue.
Actually we have multiple plugins using __
prefixes.
Only WPDM plugin alone is using 1200++ lines of codes with __
prefixes.
Already different users of Pantheon are coming to our forum with different related serious issues.
But it is impossible for us to update all the prefixes because of the issue of Pantheon.
I would suggest you to take necessary steps to make an exception for wpdm and all the addons of wpdm. It will be very helpful for the WPDM customers of Pantheon.
