For locked packages single file download option will not be visible. And while downloading the package it will give a zip file for all files for the related packages. And for download URL you can generate URL for download as I image attached for the packages from Downloads > All Packages section ,

Ok, I have understood now. You want if any of package of your site has been filled out for form for the locked package, other packages will not require the form again to download the package. But the option is for built individual packages, I think it is a nice idea. Can you please elaborate more specifically? when I am filling the form for the form locked enabled package, I enter and fill the form fields. If Show form once in a session option is enabled, then only first time form appears for filling and unlocking download URL in a session. Then every time the download button not the form again for the form locked package. Please kindly check and let me know.
