Is there any speacial data you have included or added to the packages those are not working for updating lock option, because other many packages are working. Please kindly check and let me know.
If the issue raising on one or two packages, it can be database issue too. However, you can maually update the packages if they are two or three in number. Please kindly check.

Does the issue been resolved? If it is not still now, it may also can have conflict with other plugin/script. You can enable/disable other plugins and also can switch theme to another. Please kindly check.
I have checked for your requirement. For frontend shortcode, the logged in user only can see his/her packages created him/her not other author. I hope you have understood. Please kindly check.
