I have checked that you have assigned categories too for the packages, it can happen with categories too. For categories hierarchy works like this,

Package Access = Package Access + All Category Access = All Visitors + Author = All Visitors

and Package Access = Package Access empty + Category Access(Author) = Author

or Package Access = Package Access(Author) + Category Access(Author) = Author

Our other users are not claiming such an issue. If packages are needed to login for downloading, the stats should appear with user info, not with guest.
