For #2, It maybe updates conflict or needs to make update for it. also can be happened adjustments of settings, it has to be checked from your site

Please try to enable/disable your style/script from Downloads > Settings > User Interface for your first problem. for the second problem you can check to remove download limit message from basic settings as I image mentioned,

If you are making Access Settings > When user is not allowed to download: Hide Everything option then everything will hide or there you should see such a message, You are not allowed to download. please check and let me know.
