For some reason, WPDM All Download tables may not be working properly from your side, can you please enable/disable other plugins for checking, you may also switch theme to another for checking, for now, please use this shortcode, https://www.wpdownloadmanager.com/doc/short-codes/wpdm_packages-wp_query-in-a-shortcode-for-download-manager-packages/, it will give you the same feature like WPDM All Download tables
