It may have a conflict between your plugins or theme too. Am i able disable one by one other plugins for testing if there any conflicts. I can also switch theme to another for checking. Please kindly check and let me know.

Ok, so you have ensured that multiple tags along with this structure of tags are working but individully single tag like these are not working “3ds”, “5ft”, “4mt”, “6yt”, please kindly check and let me know.

If you want apply to existing packages, you have provide the ids too. Please kindly edit sample.csv file or my provided csv file. I hope it may work properly for you. Please kindly check.

If the issue raising on one or two packages, it can be database issue too. However, you can maually update the packages if they are two or three in number. Please kindly check.
