Hope you are well. This is a newly added payment link option without creating a new product, you can also mail related email for your created product. If the feature option is not appearing properly from your side, I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking.

I think for your packages, the packages are restricted with member roles. And you have set from Downloads > Settings > Basic > Access Settings > When user is not allowed to download: is Hide Everything. please check and let me know
