I have checked your issue. When clicking the category tree it creates two request in network tab, normally it creates one on working site. It creating a 301 Moved Permanently request, please check my attached image,

If you want to email via e-mail of CF7 with the package name tag it is the responsibility of CF7 authority, because the system runs from CF7. And Download Notifications Add-on will help you get an option to get an email or SMS notification when someone downloads a file from your site. Sorry, please check carefully it is test_user not Test_user1 :D. And for guest purchases without login there is also a Guest Download button beneath the login interface as I image attached,

please tell your customers if they are not registered they can use the Guest Download button option. And if you want to email via e-mail of CF7 with the package name tag, it is possible if CF7 has created any WPDM package name template tag.
