When the user registers, for redirecting to a specific page, you can use the redirect parameter in the shortcode like this, [wpdm_reg_form redirect='your_url']. And for Login page you can check the doc here for details,

I have made the same setting in my test site. One package with multiple role also one user with multiple roles from All Users section, but the download limit is not causing any issues. By views, download count is not increasing. I think it may have a conflict between your plugins or theme. please kindly enable/disable other plugins for checking, you may also switch theme to another for checking. Please kindly check and let me know.
