For #1, Yes with default value add-on you can bulk apply form-lock to all packages
For #2, No, you can also do it with default value add-on.
For #3, Yes, if you want to bulk import and also defined attached files for packages, you need to upload the files into download-manager-files folder too.

Yes, default value add-on is not under special pack.
For bulk import, you can follow this doc,

I think bulk import doesn’t have form lock feature included. Please kindly check and let me know.

For #1, For moving, you can use the cut file feature as I image attached from the Asset Manager section,
For #2, you can use the Downloads> Import & Export > Select Dir option and then import selected files option.
