[download_url] is not showing the correct URL because you have set it to Block the download URL when a user is not allowed to download like this.
The valid/actual link will show only for the Allowed access.

To achieve instant download functionality without going to a separate page, you have to edit the related link templates and then use [download_link] instead of the [page_link] template tag.
