Here is what you can do to check:
1. Please try switching to another theme, like Twenty Seventeen
, and check whether the issue persists or not. If not, then it is the theme that is causing the error.
2. Deactivate all plugins temporarily except WPDM and see if that solves the problem. Then, activate plugins one by one to see which plugin is causing the problem.
3. Try one more time after clearing your browser, website, and CDN caches if you have any. You can temporarily disable your caching plugin for testing.
This is a general debugging process that all WordPress support teams perform to find 90% of the problems.

Yes, you have to transfer the files manually via FTP. With the .CSV file, the packages will be transferred so that you don’t need to create them again manually.
About the export procedure, simply just hitting the export button will prepare the .csv file, and you will be able to download it.

Apart from that, please click the Save Settings one more time for the license key option from Downloads > Settings > License,
and then please try to update the plugin from the wp-admin > plugins
panel.
The saving settings for the license key option from Downloads > Settings > License
will regenerate the access token, and the plugin will be updated.
