We have checked further and it appears that your server is blocking some plugin-required core files and which is causing such an issue.
If you try to access the file you will see it’s not accessible and showing the error: https://dev9.webskor.de/wp-content/plugins/download-manager/assets/bootstrap3/css/bootstrap.css
As it’s server related, so I suggest you get in touch with your server admin regarding this.

Also, Can you please try PHP version 7.4 to check whether the issue is getting resolved or not?
As you can see WordPress is not even fully compatible with PHP’s latest version and we follow WordPress compatibility standards.
If still, the problem exists then I’d request you to check whether there are any plugins installed that might be causing this.
Here is what you can do to check:
1. Please try switching to another theme, like Twenty Twenty-one
, and check whether the issue persists or not. If not, then it is the theme that is causing the error.
2. Deactivate all plugins temporarily except WPDM and see if that solves the problem. Then, activate the plugins one by one to see which plugin is causing the problem.
3. Try one more time after clearing your browser, website, and CDN caches if you have any. You may temporarily disable the caching plugin for testing.

However, PDF view will work for PDF files only.
