Here is what you can do to check:
1. Please try switching to another theme, like Twenty Twenty-one
, and check whether the issue persists or not. If not, then it is the theme that is causing the error.
2. Deactivate all plugins temporarily except WPDM and see if that solves the problem. Then, activate the plugins one by one to see which plugin is causing the problem.
3. Try one more time after clearing your browser, website, and CDN caches if you have any. You may temporarily disable the caching plugin including Cloudflare for testing.

Also, please note that Downloads open in the browser for 3 reasons:
1. when you enable the “Open in browser” option
2. When you attach a file as a URL
3. When you add files from the media library
To force download, you need to keep the “Open in browser” option disabled and upload directly using WPDM or attach a file using the server file browser.

I have checked your issue and found the plugin name is different than it should be in the /wp-content/plugins
folder, which is causing such an issue.
Can you please delete and reinstall the latest version of the Download Manager plugin again?
