It is a server setting, please ask server/hosting support to increase max upload file size, however, if you want to do it by yourself, here is the solution: https://stackoverflow.com/questions/22873240/php-upload-max-filesize-not-changing or you can upload unzipped plugin dir ( download-manager ) to /wp-content/plugins/ dir using FTP
