just put toolbar="0" inside the shortcode, it will hide the toolbar.
Let me know if it works for you.

You can find the tag slugs from Downloads > Tags > slug.
If you have tag slugs A,B,C and only want to display the downloads from tag A then use it like this,
[wpdm_tag id="A" toolbar="1" order_by="title" order="desc" items_per_page="10" template="link-template-calltoaction4" cols=4 colspad=2 colsphone=1]
