It will allow assigning specific logged in users of your site for those downloads that will be hidden for non-logged in users.
but lock will not be used in this way. We don’t have any user based lock feature.

There could be some conflict issues in your site. In this case, I would suggest running a conflict test. You need to run a basic WordPress conflict test on your site to detect what actually causes the problem. To troubleshoot the issue, please deactivate other plugins except for WPDM. Then check if the issue still persists. If that solves your problem, activate the plugins one by one, and continue checking the issue. In this way, you will be able to detect which one causes the problem. If it doesn’t solve, you can check conflict with theme too.

If the issue still persists, please share the admin access in a private reply to check further.

Are you using wpdm pdf viewer plugin?
It may solve the issue that you are facing.
If you are not using that addon, I would suggest to check if the issue persists in our demo site https://try.wpdownloadmanager.com/wp-admin/
because it uses that addon.

Most of the time this issue happens because of cache.
I would suggest clearing browser cache or press shift + refresh from browser.
If the issue persists, then I could identify the issue from your website backend.

We haven’t faced this issue in our dev testing site. So It is an isolated issue in your website which is fixable. According to our policy after taking service from our support team, if the issue still persists and they fail to fix the related issue, then we refund.

Protecting pdf depends on pdf. You can disable copying when creating the pdf. You can use software like Adobe Acrobat. But with wpdm there is no feature like this that will disable copying in pdf text.
