Both plugins work separately. Download limit works based on user role and with membership you can create unlimited user role.
So if you set download limit based on user role, when that role is changed after cancelling subscription, it will get the default user role. So download limit will be changed.

you just need to find the text string that will be translated. Then you will translate that. It will make the string changed when site language is changed.
