If you checked “Open in browser” option in wpdm settings you need to uncheck it to download the file instead of opening in the browser. However, if it is already unchecked and still opening in the browser, that is due to your browser settings. If you want to generate login and password for patients, you need to do that from Admin Menu Users Add New

Now to assign a package to a user, you need to select the user ( required Advanced Access Control Add-on ).

Instead of google drive, we suggest to use Dropbox or amazon s3 to share files securely and you also can upload file to Dropbox or amazon s3 directly from your wp-admin, don’t have to go to dropbox or s3 console.
And use shortcode wpdm_user_dashboard ( Doc: https://www.wpdownloadmanager.com/doc/short-codes/wpdm_user_dashboard-user-dashboard-short-code/ ) to give the user the login page and after login, they will be able to see and download the items assigned to them from “My Downloads” menu in user dashboard.

It is not working ( showing “file not found” error ), because, you didn’t move files from your staging site to live site.
Files are stored in /wp-content/uploads/download-manager-files/ dir.
