1. Yes, you can keep access to download URL, also you can hide the URL for public access.
2. Yes you can do it by available options of Download Manager Pro as I image attached,
3. Yes, you can change the URL from Regenerate master key from package settings as I image attached,
4. Yes, you shall get the notification from browser it has been completed for download, also with locked packages.
