I think you are talking aboutwpdm-form-lock add on. If you have purchased the add on, please activate it. You will find the option from Package Settings > Lock Options and Enable Form Lock option. Please check and let me know.

You can create a field name Email field in your gravity form. Then check the option in Enable form lock > Email Download Link. Thus the download link will be sent through the given email address.
