You have activated Activate flat download URL (beta) from the Basic settings. This setting may not work properly in all server settings and It is for beta(experimental testing) purposes. I have unchecked the option. Now everything is working properly. please check and let me know

login: 1 parameter in the add-on doc section, use this parameter if you want to make the shortcode members only / login protected. Otherwise, you may skip this parameter. please let me know if it helps for you

And found that, <tbody id="wpdm_datatable_wpdm_packages_1"> section is not coming from your side for the block. For that, it is not appearing properly from your side. I think there may have conflict somewhere, can you please enable/disable other plugins for checking, you may also switch theme to another for checking, please let me know then
