Hope you are well. Enable Gutenberg editor for WordPress Download Manager settings is working fine from my side with the same version of WPDM you are running. Can you please check from your theme settings that may be conflicting or plugin settings or it can be also for a code snippet that is conflicting. you can check it by enabling/disabling your plugins/themes. please let me know then.
