I have checked your issue. And found that, while pressing the Select From Server button, some errors are appearing in the browser console. I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking. please let me know then

Are you trying to bind the packages to the categories, For Category access and package roles please follow the below steps as I describe below,
Before giving access to a certain category for a particular role you have to set from the edit category option, then you have to make empty for Allow Access option or have to give a particular role on it like as I image attached or as usual for select member option too,
because
Package Access = Package Access + All Category Access = All Visitors + Author = All Visitors
and Package Access = Package Access empty + Category Access(Author) = Author
or Package Access = Package Access(Author) + Category Access(Author) = AuthorMore details can be found in the below link,

I have checked that, you have already hidden the options which are needed for set Allow Access role for frontend upload. It needs to set allow access role while creating packages from frontend upload. And if you are trying to set, roles will be able to manage all ( their own and others ) packages from front-end, please check the option from Front-end Administrator Roles option from Downloads > Settings > Frontend Access, please let me know if you have more query.

You can attach files from Amazon S3 buckets/dir, thus it will save your server space. And for a frontend uploader uploading files and syncing to Amazon S3 bucket/dir this feature is available. when the user attaches files with packages, the files will auto sync to amazon s3 bucket/dir.
