For making adjustments to the latest version of the attached file, you have to manually update the file and delete the old version. Thus, you are able to update your package. However, for bulk apply to many packages, you can use the Bulk Import feature too.

I have tested by creating a test subscriber with ID 367. It is working properly with your all packages where you have assigned the plans. If the plans are subscribed properly by the user, They should have access to those packages too. please let me know.
