I have updated information from our team that , user have to notify the admin manually, the email will not generate automatically. Please kindly check the attach image,
Here user have to use Save & Notify Admin option. The automatic email option isn’t included because users might upload files by mistake, and the admin shouldn’t receive an email for those. For final confirmation, users need to notify the admin manually by clicking on the Save & Notify Admin button. You can disable one by one other plugins for testing if there any conflicts. you may also switch theme to another for checking. if possible, please, give your temporary wp-admin login details in a private reply for checking the issue.
