I have checked your issue. And found that, there are 165 packages active on your site. so for the pagination, the packages are showing until 6 x 28 for the packages, because here per page shows 28 packages. But as per the general condition, it should show 10 per package per page. please check my below-shared URL,

So per page should be available 10 packages rather than 28 packages. I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking. please check and let me know.
