The download with Form lock + gravity form is working properly now. I have tested it here now,

The issue was you were using an old version of WPDM. I have seen that you have an active license key. For updating the WPDM main plugin, Please simply click the Save Settings again for the license key option from Downloads > Settings > License, and then please update the plugin from the wp-admin > plugins panel.
Alternatively, You can also download them from here.

please press the button again Reset Limit For Everyone and Save Settings as I image attached,

Can you please check and let me know about this? it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch the theme to another for checking.
