I have checked your issue via login. There are many users registered on your site, it can happen with conflicting user roles or settings, and it can happen due to cache trouble too. However, you can also restrict certain packages with a role or multiple roles. I hope you have understood.

I have come with messages from our developers that, the download reset time is generic now, it will reset in every specific period for all users, we didn’t reduce database load, because, some site has 10s of thousands of users. please let me know if you need further fixes or help.

You can check by enabling/disabling style/scripts from your Private Message plugin settings for the issue. Or, it doesn’t help it can be a conflict with your other plugins or the active theme. you may please enable/disable other plugins for checking, you may also switch the theme to another for checking.
