I have checked that there are many plugins installed on your site. I think it may have a conflict between your plugins or theme. can you please enable/disable other plugins for checking, you may also switch theme to another for checking. Manually uploaded WPDM attached files are generally stored in the wp-content/uploads/download-manager-files directory. However, cloud storage attached files attach as for download link not upload to the wp-content/uploads/download-manager-files directory. The download limit should reset periodically. If you limit of 1 day after 24 hours it will reset. You can also check the download limit with the frontend option Show download limit notice at front-end from settings and shortcodes.
[wpdm_user_download_limit] – Shows current user’s download limit
[wpdm_user_download_limit remains=1] – Shows current user’s remaining download limit
[wpdm_user_download_count] – Shows – Shows current user’s download count for current period
