You can use multiple slugs with the shortcode, which will sort all the package of the categories in order. But there is no option to sort by subcategories.

But if you want to maintain subcategories to show packages, you can try the archive page of Directory Addon. Here is a demo.

WPDM shows this error only when there issue with zlib. Please ask your server support to check it. Maybe it is not working properly.

Or if you are using php7 install this package on the server sudo apt-get install php7.0-zip or for php 5.6 sudo apt-get install php5.6-zip

In the shortcode, you used order_by="title" which will order the packages by title. But you can only use asc or desc in the order field. So please use order="asc for ascending order and order=”desc` for descending order in the list.

Also, you can sort package list by title, download_count, create_date, modified ( update date ) or id.

Looks like both of your addon (premium package and 2checkout) along with download manager is outdated. Please update all of three plugins, hope this will solve the issue. You can download the latest version from your purchase area(https://www.wpdownloadmanager.com/user-dashboard/?udb_page=purchases). Then delete the older version from Plugins and upload and activate the new one.
