Sorry for the confusion, file cart is actually bypass all lock option. There is an additional option with file cart is just to send the download link to an email address but it is not a mandatory option like email lock.

Add the following line in your wp-config.php to disable asset manager:

If you are trying to apply access to certain user group by category, you can control that using “Allow Access” option with add/edit category window:

But, if in package settings, if “All Visitor” is select, still package will be accessible by everyone, so, you need to clear “Allow Access” option for individual package and select the category you want to assign, in that what only assigned users group for that category will get access to the selected packaged, here so bulk update any field for the packages, you may use the default value add-on as Nayeem said.
