It’s happening due to the package name. Right now, if you name a package, for example, ‘1000’, it will show permission-denied.txt text. For testing purposes, I have created two packages named ’12’ and ‘Test’. The package named ’12’ is showing permission-denied.txt text, but the ‘Test’ package is working fine.
Kindly remove the packages named 12 and Test.

It seems there might be a conflict between a theme or plugin.
– Have you attempted deactivating all plugins except Download Manager and the Directory add-on to identify which one is causing the issue? You can use Health Check & Troubleshooting
plugin. It allows you to do a number of tests in a browser session, without affecting visitors to your live site.
– Please consider switching to a default WordPress theme like Twenty Twenty-Two or Twenty Twenty-Three.

– Temporarily deactivate all plugins except Download Manager and Directory add-on, and see if it works or not.
