To enable the single file download just use Use Global instead of Enable.
Make sure single download is enabled here Downloads > General > File Download

Have you tried clearing your cache or checking in a different browser? Also, are there any JavaScript errors showing in the browser console?
I’m not seeing that issue on my end. I’ve tested it across multiple browsers and couldn’t find the same message.

I just used a * to allow all file types in upload settings, then uploaded the file from server.

The Protection Mode section (Basic, Advanced, etc.) isn’t actually a set of selectable options in the Media Protection settings. It’s more of a conceptual overview describing different levels of protection.
We will update the documentation and remove that section to avoid any further confusion.

I have increased the Private Download Link Expiration Period to check if this is causing the invalid link.
I’ve checked the issue with the admin UI and found that it’s caused by elements using classes such as select2, select2-container, select2-hidden, and related Select2 classes. These are automatically applying inline CSS display: none to the Access, Link, and Page Template fields.
And, in the front-end it’s throwing fatal error.
Since this behavior is related to theme, it would be most appropriate for the theme developer to review and resolve the issue by adjusting or overriding the implementation.
May I download and test the theme in our environment?
