In our testing site it’s working fine.

Have you attempted to deactivate the plugins to check for conflicts? If not, may I deactivate them for testing?

I have adjusted some code so it will work fine until the next update.

It appears that the feature is already available in the download managers email template section. Kindly turn off the email status for Download Limit Reached template to cancel. Here is a screenshot for your help.
