If you use the Archive Page Flat option, it will prevent users from being redirected to an empty page when there are no files available under the root directory.

Alternatively, you can try the Archive Page Filter, which ensures that users won’t be directed to an empty page. If no files are available under the root category, it will simply display the message “No Downloads Found.”

Normally, the login option is generated from the individual package access settings. If an access level is set for a package, the login option will appear for guest users. Please let me know if this clear to you.
